The Plenum is the CFC’s supreme decision body; resolutions will be taken unanimously or by vote majority of the present commissioners, who cannot abstain from voting, except due to legal impediment.

The president will preside over the sessions of the Plenum, and in the event of a tie, he will have the casting vote.
